Mike oversees the operations of McDougal Properties and is Chief Financial Officer for McDougal Realtors and McDougal Construction. Mike is a current board member and past president of the Lubbock Apartment Association and Chairman of the National Apartment Association Legislative Committee. Mike is a Certified Public Accountant and a Certified Apartment Property Supervisor.

Jeff Lowry, CAPSCertified Apartment Property Supervisor

Senior Vice President, Multifamily Housing

Jeff has over 20 years of real estate management experience and is responsible for the supervision of all multifamily properties, which includes management operations, budgeting, marketing, leasing and maintenance. Jeff is a current board member and past president of the Lubbock Apartment Association and a current Board member of the Texas Apartment Association. Jeff is a licensed Texas Real Estate Broker and a Certified Apartment Property Supervisor.

Steve Collela, CPMCertified Property Manager

Senior Vice President of Operations

Steve leads the San Antonio office. He has over 30 years of property management experience and is responsible for all supervision of the properties under McDougal Property Management, which includes management operations, budgeting, leasing and maintenance. Steve is a past board member of the San Antonio Apartment Association and Texas Apartment Association. He is also the past president of the Austin Apartment Association and San Antonio Apartment Association. Steve is a licensed Texas Real Estate Salesman and a Certified Property Manager through the Institute of Real Estate Management.

Suzanne Comer, CPOCertified Professional of Occupancy

Vice President, Corporate Services

Suzanne supervises the corporate office personnel and is the Information Technology (IT) Administrator for McDougal Companies. Suzanne has been with McDougal Properties for over 20 years during which time she has supervised the implementation of all IT platforms. She has completed training in Fair Housing Compliance, HTC Compliance and HUD TRACS Compliance and she holds her Certified Professional of Occupancy certification. Currently she provides training and support to our centralized bookkeeping staff and compliance personnel. Suzanne has her Bachelor of Science in Organizational Management.

Julie Berger, CPACertified Public Accountant

Vice President, Finance

Julie is a Certified Public Accountant who manages compliance for all accounting and reporting operations for the properties. This includes cash management operations, financial report review and bookkeeping operations supervision. Other areas include preparation of Federal tax forms/returns, supervision of independent HUD and 401(k) audits, year-end budget analysis and internal audit/tax preparation. Julie is also involved with the monthly and annual reporting associated with HUD/State assistance payment programs, bond-financed and Section 42 LIHTC property reporting. Julie has been with the company over 10 years and holds Bachelor degrees in Accounting and Office Systems Technology & Administration.

Gina Milford

Vice President, Human Resources

Gina is responsible for all human resource activities within McDougal Companies, which include administering employee health insurance benefits, the McDougal 401(k) Plan, as well as, other employee benefits. Additional responsibilities include maintaining personnel records, work injuries, preparing, processing and distributing payroll, and providing interpretation of company policy and procedure as it relates to employees. Gina has a Bachelor of Science in Family Financial Planning and has over 10 years of experience in human resources with McDougal Companies.

David Davis, CAMCertified Apartment Manager, CAPSCertified Apartment Property Supervisor

Vice President, Property Services

David is the manager and supervisor of the Maintenance Division of McDougal Companies. Having worked for McDougal Properties for over 10 years, he oversees all specialty maintenance services for the multifamily properties and is the company Safety and OSHA Compliance Officer. He is HVAC certified and a Certified Trainer for Lead Based Paint Maintenance Operations and is also certified in Asbestos Floor Tile Abatement. David is a Certified Apartment Manager and a Certified Apartment Property Supervisor.

Cuyler Lawrence, CPMCertified Property Manager

Vice President, Special Projects

Cuyler has over 25 years of commercial real estate management, leasing and consulting experience and is responsible for the supervision of all commercial properties. Cuyler is past president of the West Texas Chapter of the Institute of Real Estate Management. Cuyler is a licensed Texas Real Estate Broker, Certified Property Manager and holds an MBA degree with emphasis in marketing and real estate.
